Entravia, a Minneapolis-based startup that helps small businesses shop for professional employer organizations (PEOs) and HR outsourcing services, has closed a $550,000 pre-seed funding round at a $3 million post-money valuation. The round was led by Chicago-based M25, with participation from Cambrian Ventures of the Bay Area. The company is using the capital to hire engineering talent and expand its broker network.

“We’re not just trying to create a business-to-business marketplace. We’re trying to create the missing infrastructure necessary to actually change the industry for the better,” founder and CEO Kasey Devine told bizblip.
Devine says the investment is going beyond product development. Entravia is expanding its reach to brokers already active in the space, giving them tools to operate more efficiently. The company’s approach aims to address what it says are widespread inefficiencies that currently stall roughly half of all PEO deals.
Entravia operates an AI-enabled marketplace that standardizes the data and decision-making steps involved in matching small businesses with HR outsourcing providers. The company was publicly launched in December 2025 and is headquartered in Minneapolis, Minnesota. Devine, who is originally from St. Louis and previously lived in Kansas City, counts himself among the company’s three current full-time employees. The PEO industry is growing at roughly 15% annually, with a total addressable market estimated at $756 billion.
The pre-seed round, closed in December 2025, is Entravia’s first outside investment. The company is backed by M25, a venture firm known for active deal flow across the Midwest, and Cambrian Ventures.
