SiteScan has advanced to Phase 2 of a paid pilot with a mid-Missouri municipality, integrating AI-powered pipe inspection findings into the town’s geographic information system. The pilot began approximately three weeks ago, and builds on Phase 1 work of asset assessment.

Ian Foster, SiteScan CEO
“Cities take a while to get into as customers, but I think there’s gonna be some pretty good network effects from it, if we do a good job for them,” co-founder Ian Foster told bizblip.
Foster noted that municipal customers provide product feedback that isn’t available until a city is actually paying. He added that staff from different towns regularly share vendor experiences with one another, which could drive referrals.
SiteScan, founded in April 2025 out of Columbia Startup Weekend, uses AI and machine learning to analyze municipal pipe infrastructure and help cities understand the condition of their underground systems. The Kansas City, Missouri-based company operates with two full-time co-founders and recently secured office space through Tech Central after winning the Pure Pitch Rally competition.
SiteScan has raised approximately $36,000 to date, including $16,000 from the Pure Pitch Rally (including legal credits) and $20,000 as a Digital Sandbox participant in Q4 2025. The founders have otherwise bootstrapped.
